New Measures to Facilitate Access to Housing in Portugal

07.18.2025

The Portuguese government has announced a series of new measures to facilitate access to housing, especially for young people and families with low and middle incomes. These initiatives are part of the "More Housing" program and aim to respond to the growing difficulty of buying and renting properties in the country.

Public Guarantee for Housing Credit

One of the main measures includes the State's public guarantee for young people up to 35 years old who wish to purchase their first home. This guarantee allows financing of up to 100% of the property's value, with no need for an initial deposit, facilitating access to housing credit.

Tax Incentives

The new benefits include exemption from the Municipal Property Transfer Tax (IMT) and Stamp Duty for young people up to 35 years old who purchase their first home. This measure can result in significant savings for buyers.

Rental Support

In the rental sector, the "Renda Segura" program was created, which offers subsidies to reduce the financial burden on families when paying rent. In addition, limiting rent adjustments prevents excessive increases and protects vulnerable tenants.

Construction and Rehabilitation of Affordable Housing

The government also increased investments in the construction of housing at controlled costs and in the rehabilitation of vacant properties for affordable rental, increasing supply in the market and balancing prices.

These measures aim to alleviate difficulties in the housing sector and make access to home ownership or renting more affordable for the Portuguese. Experts warn, however, that effective implementation and ongoing monitoring are needed to ensure the desired impact.
